My phone says its charging when I don't even have it plugged in. What's up with that?

What phone do you have?  Have your tried pulling the battery with the phone on, then reinserting it and restarting the phone after a minute or two?  That will reset thephone (like a computer reboot) and may solve the problem.

How old is the phone, the battery, and the charger?  without more information, it's hard to tell where the issue is, and it could be any of those three.
