Can't Connect to WiFi or 4G for data

So, there are two Samsungs and two Apple phones in my house, all can connect to the household WiFi, but this phone cannot connect.  Cannot connect to IE via 4G either.  In all instances, the error message says 'no response from the network'.  When I got this phone in October it worked, but since then not a bit.

I know the network is responding and is alive because all Android and iPhones work just fine. 

Have tried taking out and resetting SIM card.  Tried every network in the house; have restarted phone several times; turned Data on/off;   NONE of this has worked.  Verizon is about to get this phone back.

im also having problems with my 4g data connection it will show 4g but will not connect. the app store dosent update I don't get any data coming through at all. It works if on 3g but not 4g its been going on every sense yesterday 12/16
