Can't import contacts

I am unable to transfer my contacts onto my Windows phone using sky drive. Looking for assistance.

How are the contacts stored on sky drive?  As a csv file?  Some other format?

I have a Windows phone (Lumia 928) and I used Verizon's backup assistant to import contacts form a previous phone.  THe Lumia also synced with my Google (gmail) contact list, and gave me the option to "merge" contact info if it found duplicate names.

The Lumia also has an option to connect with another device and import contacts over Bluetooth and, if compatible, import call logs and messages.
