Curious question on 8.1 update

Verizon is currently selling the HTC ONE with Windows 8.1, so why is it taking so long for Nokia customers to get their update? Just curious.

Also w/r to updates for phones the fewer searches employed and the more repetitive threads the better.  Upset customers are usually a selling point for a business.
