Does VZ Navigator work as a GPS Tracker?

I adopted 3 children which all have LG Extravert 2 Phones (NON SMART).  Because of where they came from and what they have been through, they can't have smartphones yet.  I need some way to track their phones.  Is there a way to do that?  Does VZ Navigator work for that?
