I purchased a used verizon HTC 8x 16gb to use but, have changed my mind and have a coworker interested in buying it to use on his AT&T account. I've read that these phones came unlocked is that correct?

It should be unlocked because of the band 13 LTE on the device. It does appear to a a world phone so it is capable of working of the AT&T network. However it will only get HSPA+ speeds as it doesn't have the LTE radios used by AT&T. HTC Windows Phone 8X CDMA - Full phone specifications
