With all the changes that Verizon has made, I don't think the Rouge needs a data pack anymore. But I'm not sure so I am hoping someone here knows.

The samsung rogue is not a smartphone, so if you don't want to use it for the internet, you wouldn't need to pay for the package, but if you do use it, I would suggest the 10$ 75mb package for your phone. Otherwise it's 1.99/mb used without a package

It was my understanding that Verizon does not offer the $10 data plans
anymore, is that not the case?

That is not the case, they still offer the 10$/75MB plan for basic phones, but they have the option to go to 2gb if preferred (which I'm sure you wouldn't prefer)

This is all correct. There is still a $10/75MB data plan available for basic phones only. And the Rogue no longer requires a data plan if you don't want one.
