My HTC Phone battery failed. This (reportedly) prevents me from gaining access to my contacts. Is there a way I can gain access to my HTC backup to transfer those contacts?

I understand the importance of gaining access to your contacts and I'm sorry to learn your battery is not working. Have you tried another charger?
You can gain access to your contacts as long as they have been backed up to the Cloud. To view saved contacts, please log into your Cloud account at www.vzw.com/cloud
