Thank you for reaching out to us, tmeeker44. Here to help with your questions on the LG Cosmos 3! Regarding acquiring applications, you must first go to the Main Menu, then select Media Center. From there you will see the option for Apps.
If you have an app downloaded, you should see a cog wheel next to the app name, or just below the screen, you will see one or two options that correspond with the left or right soft key. One of them should display Settings, while the app is highlighted.
