How do I transfer my pictures and videos to an SD card
You can use a file manager program, or you can sync your pictures with a computer, put the memory card in an adapter and into the computer, and move them that way. Of course that last method leaves them on the phone in the internal memory as well.
Although you can do it with the Microsoft Files app (you might need to down load it,) I find that if you have multiple files to move, I just connect my phone to the PC and use the Windows File Explorer - treating the phone as external storage.
Also, make sure to go in to the Storage Sense app and change the location where you want to store these items by default in the future.
