I found out from My local office that Verizon does not support Windows any longer including Windows 10 and that the cloud is incompatible with my phone running Windows 10. I have removed Windows 10 and reverted back to Windows 8 and Backup Assistant immediately restored my contacts from the cloud.

I would highly recommend you export the contacts out of the Verizon Cloud and import them into your Outlook account or your Google account.

You could have kept Windows 10 if you had followed my earlier advice. I don't have any trouble syncing my contacts with the Windows phone I have access to. The reason? I don't use the Verizon Cloud for storing my contacts.
