I need to know ip (or range) assigned during internet sharing

I use my phone's internet sharing feature as a backup internet connection for emergencies (power outages) and occasionally at client sites.

For security purposes, some internet apps I work with need to know incoming IP addresses (in advance) before allowing internet connections.

I know how to determine the current IP address for my phone (during internet sharing). I know the block of IP addresses assigned to Verizon Wireless. I know the IP assigned to my phone during internet sharing varies (is not static) -- that was not a surprise.

But the range of IP addresses assigned to my phone (at various times) during internet sharing did surprise me. I did not change my physical location.

I want to configure my internet apps to accept connections from the narrowest possible range of IP addresses. I want to avoid opening up the entire block of IP addresses assigned to Verizon Wireless.

Is there a sub-range of Verizon Wireless IP addresses allocated by geographic region or city? Is there a way I can determine this sub-range without trial and error?

It is possible, perhaps likely, a detailed answer cannot be published, but I figure it doesn't hurt to ask.

Worst case, I will configure my apps to accept an uncomfortably wide range of Verizon Wireless IPs during emergency connections.

I have looked up the Whois information for my current IP address from Verizon Wireless, and found the following IP address ranges also associated with Verizon Wireless Data:

66.174.0.0 - 66.174.255.255
69.82.0.0 - 69.83.255.255
69.96.0.0 - 69.103.255.255
70.192.0.0 - 70.223.255.255
97.128.0.0 - 97.255.255.255
174.192.0.0 - 174.255.255.255
