I tried to set up voice mail and get a busy signal. Anybody know?

Every time I try to set up voice mail, all I get at *86 is a busy signal that I can't get around. Anybody have any ideas?

Let's look further into this! Which device do you have? Try dialing *73 send and power the phone off/on after you hear two beeps. Please test and share. Thank you.
