The I-phones are limited in how a parent can monitor a childs activity. Is this phone also limited or fully accessible to Family Base?

i don't remember what the exact name of it was. Microsoft "something" that
was about $100.

It was likely the Microsoft Lumia 735 | Verizon Wireless. I don't have my Windows phone in front of me to see if the Family Base app and Companion app is compatible with it. I don't have that particular phone either to be able to confirm if that specific phone is compatible should there be an app. We might have to wait until another community member chimes in for verification of the compatibility.
I should also mention should you also be considering an android phone, the Family Base Companion app which I believe is the app installed on the child's phone is not compatible with the Android 6.0 Marshmallow version of that Operating System.
