I just purchased a new prepaid LG Cosmos 3 phone to replace the phone that just died. I am trying to download backup assistant and receive error code 214. How do I get backup assistant on this new phone?

That is definitely odd, but we certainly want to make sure that your contacts can be restored. Since you have had the new device has it been activated and are all services working?
