This is definitely odd behavior, carolla330. Let’s make sure we can get your call waiting to switch every time you need it. Just to clarify, are you running into trouble answering a 2nd call that comes in while you’re on a call or is the trouble while you already have 2 active calls and you’re trying to switch over from the 2nd call back to the 1st (or vice versa)? What (if anything) happens when you press the Send key and the call doesn’t switch?

It is when I am on a call, and a second one comes in. Sometimes I cannot
get it to switch. The phone tells me to hit "OK" but that doesn't work. I
always hit "send" on my other phone (Exalt 1) so that is what I used on
this one. It worked for me the last time, but twice before that it didn't
