Every time I try to add a new playlist it copies all the songs from the old list into the new one (.I do rename the new list.) I also cannot delete a song from the list only the entire list.
I'm sorry you're having issues with your phone's playlist. What application are you using? Are you downloading songs from the computer and transferring them to your device or are you downloading directly from the phone?

I am not downloading anything. I have songs in my music file. I have one playlist and I'm trying to add a second but every time I try it copies all the songs from the first playlist into the new one.
