Verizon's recent update did cause a glitch, but a simple reboot of the phone solves the issue.  Just turn it off, and turn it on again, it installs the pending updates and presto, it's fine again!

I was unable to send OR receive picture messages UNTIL I turned on the roaming. Go to settings, cellular, and under "data roaming options" choose "roam". This enabled my husband's and my phone to send and receive picture messages.
