Phone won't come back on.....

Finally got my phone to shut down by holding power/volume down button simultianeously, but now the phone won't turn back on.  It had a full charge prior to the screen locking up and having to be forced to shut down?

If you plug in the phone via the USB port to a power source does the phone turn on or show low battery?
