Samsung Intensity II won't send or receive picture messages

i tried calling *228 option 1 and after that it's rare if it fixes the problem and if it does it don't even last long maybe one or two picture messages also i have 3 bars of signal. i am about to drop verizon i am sick and tired of screwups, mistakes and problems.
