Samsung Smooth won't ring

The volume is all the way up and the ringer is set to a loud ringtone , the alarm sounds just fine, no other sound or speaker issues. But when we call the one phone it won't ring, it won't vibrate it just does not work to ring. Is there anything I can do to fix it?

We need that sound so you don't miss out on your calls! Let's get to the bottom of this for you. Is there any damage with your phone? Have you tried alternate ringtones to see if a different tone works?

No damage. Yes I did, the phone will work for testing out ring tones but not when someone calls it. It also won't vibrate for incoming calls. It does not record calls either. I had just changed phones and had to switch back to the old phone that didn't work well but at least rang.
After talking with tech support these things also did not work: turning it off and on, removing battery, recalling the test call number, changing the navigation,
