Side note - which doesn't address your concern, but just in case you don't know - you CAN upload to facebook.  This seems to go along with my thoughts that the recipient may not want to receive a video, but that doesn't keep you from being able to upload it - either to facebook or skydrive.  It puts the recipient in control of whether they want to view it or not.  I guess it also goes with Microsoft's philosophy on data and power use.  Some things are not allowed to be downloaded unless you are on wifi (apps > 20mb, for instance), and with background tasks that are allowed to do things like download large files, if they meet certain criteria, the task is not allowed to run unless connected to a computer or wifi, AND plugged into power.

Also, another way they save data and power is by having background tasks run at the same time as other times that the radio is going to be powered up.  Powering up the radio is expensive, resource wise, and this is why a developer cannot depend on a background task running at a certain time.

Likewise, Facebook, Twitter, and LinkedIn integration is all done through your live account, so that instead of making a call to each of those services, one call is made to Live.  Less data transmission, less power use.  Microsoft wants to make battery and data use as efficient as possible.
