WP's market share is too low (and shrinking still) for Verizon to dedicate any resources to coding the FiOS app for WP. Same thing for Visual Voicemail. WP is looooow on the priority list for Verizon in case you haven't been paying attention. 
I didn't say you said they had a contract. I said Verizon would only think it is exclusive is IF they had a contract, which it appears they don't IF AT&T is getting the phone.
In many instances what "suthors of technology articles" say is purely conjecture/guesses. This time it appears they guessed wrong. That is why I try not to listen to too many rumors.

I agree you have used too strong a word. They "negotiate" for an exclusive and until a signed agreement is in effect there would be no such exclusivity.
I think you would be mistaken that "now" Verizon knows what it feels like to "hope to get something" and be disappointed. They have been in negotiations for items in the past for which the negotiations did not "pan out". The iPhone, for example, was first offered to Verizon before AT&T and Verizon could not negotiate terms which it felt it could live with. As a result, AT&T was the first "exclusive" provider for the iPhone and I can only imagine that Verizon was "disappointed" it wasn't the exclusive provider for that item.
