When can Windows Phone link Bill to Carrier?

I remember that on Google Play, we had an option where we could link our Verizon account to it, so we could send the payments to our next bill, but Windows Phone does not have it (credit & debit cards, Microsoft gift cards, and PayPal exist). When are we expected a way to do such thing? I've had the 822 for a bit over a year, and I've seen no progress on this.
