When MS finish making windows 8.1. If you don't want to wait you can install the public preview. Keep in mind you will get the good with the bad.

I've been wondering the same about the Nokia Lumia 928. I last heard it would be near the end of the month for the update to start rolling out to all windows 8 phones, but the end of the month is getting pretty close now.

Wrong, Windows Phone 8.1 officially released June 24, just Verizon has to announce when they will allow it to be sent out.

Like all Windows Phone updates, you'll get it when Microsoft finally releases it.  Or, install the Preview for Developers and you'll get it now.  I've been using 8.1 for a while now and it's a major step forward.
