The phone worked as it should have when you purchased it.
Verizon does not have to update any device.
Take that issue up with the maker of the device.
Verizon's service is a connection to the cellular and data network.
They do not manufacturer devices.

All carriers make the decision to push out updates from device makers when they decide to do so.

I was told to wait until August 16, then the store manager will waive the $35 restock fee on that day. I plan to switch to the Galaxy 5 with Android in three days.
