Why does my phone jump back and forth from DST and Standard Time?

Ever since DST started, my phone has been changing time by an hour.   At this moment in time, it is 1 hour behind, but earlier today is was accurate.   In fact, it seems to switch back and forth 3-4 times a day.   Shutting down and restarting the phone always causes it to get to the correct time, but it will later shift back an hour.   Then sometime after that, it will get back to the correct time.   This is very annoying and in fact caused me to oversleep when it decided to shift backwards while I was asleep.   Please help!

Turn off the Automatic time zone in the date and time settings.
