What do you mean blinking? The screen? A little light? What kind of phone is it? We need some more information to help you.
if you have a Windows Pone, the blinking light indicates you missed a call. It should stop when you access the phone app.

We'd love to help! What is the exact model phone? The LED indicator should stop once missed call is retrieved. Did you by any chance have any other notifications on the device such as text messages or app notifications?
