Why doesn't the Microsft Lumia 950 work on Verizon?

If the Microsoft Lumia 735 works on the Verizon Wireless Network, why doesn't the 950 XL work on Verizon Wireless Network. The 950 has the same specs as the 735?

The 950 and 950XL are not FCC certified for the Verizon Wireless network radios.

The 735 supports all the required spectrum  while the 950/XL do not.
