Why is Verizon dragging its feet in the release of Windows Phone 8.1 for Nokia Lumia 822 and other phones?

I went to the Windows site and they sent me to the Nokia site. Nokia said it was a Verizon problem. Everyone seems to want to pass the buck. I suppose Verizon is going to blame it on either Nokia or Windows.
