Being flagship device in Verizon, its missing one of the important features "Glance". I am saying important since I know people who were looking to buy Icon since it does not support Glance many of them skipped the phone this time.
Is there any plans that it will come to this phone in near future?

VZW won't comment on this nor do they care....
Nokia said it was due to "certain hardware restrictions" and won't be more specific than that. So there is hope that Glance will make it's way to the Icon or maybe there is something in Windows Phone 8.1 that supersedes Glance.
It's a wait and see game...
I do miss it coming from the 822.

This is completely unacceptable, I just switched from a 928 and this was definitely one of the best features of the phone. This needs to be fixed immediately.

Glance was sidelined in the ICON and replaced with FM Radio. You know, the same thing that you have in the dashboard of your car?
When, why, where, and how are all silly finger-pointing questions at this time. In short, Verizon didn't request it so Nokia didn't provide it. Whether Verizon "will" and whether Nokia "can" remain to be seen.
Wouldn't it be lovely if both would act out of an effort to satisfy their customers? Yep. Crazy talk.

@MadDogFL62 read my post above yours. In short it's an issue with the displays memory; or lack of it. It wasn't a Verizon request it was Nokia decision to cut costs and drop Glance. Personally I would have paid a little more to have Glance.

I know there was some kind of hardware tradeoff to get the FM capabilities. I am curious, however, if that tradeoff really did have an impact on the ability of the ICON to run Glance (as in - there is no way to ever make this happen) or if Nokia simply needs to provide a software update. And I would imagine that the update would be at Verizon's request.

If I'm not mistaken the Qualcomm Snapdragon processors come with the FM Radio feature and Nokia just needed to connect a wire to the headphone jack. I know there was a huge uproar when GRD2 was released and a few Nokia phones weren't getting FM radio due to the fact that it was missing said wire.
It comes down to a poor decision made by Nokia not to include Glance in the Icon and the 930... Hopefully the brilliant people over there will find a way to get it working on the Icon. I've gotten use to not having it....

According to the article on WPC the problem preventing the Glance Screen from working on the Icon/930 is the type of screen used. Non-memory AMOLED won't do Glance. So there is no way to add it in if the hardware simply won't support it. The best they can do is not use this type of screen in the future. We Icon/930 owners are simply out of luck.
