I would say yes it would cost since it is using data. Unless you have an unlimited data on Verizon or any other carrier then its using some sort of data. If you click on an ad it takes you either to a web site or the play store.

That is why I have been against cellular companies having the ad's and pop ups placed on your devices. Its your phone, it is service you pay for, yet the carrier is charging you to show their drek at every customers expense.
