I would have thought that when i signed in and my MS account that my phone would give me the option to down load the pics from my skydrive back to my phone but it didn't. Now from what I can tell the only way to re-download the pics is manually? Wouldn't it make more sense for there to be a built in feature for this?

It would be nice even to ask if you want to re-synch your phones with restore from OneDrive. You can submit a enhancement over at Feature Suggestions: Hot (66002 ideas) – Feature Suggestions for Windows Phone
Install the OneDrive app and select all the photos and click download.

I'll work on the feature request, and that way does work, it just dumps them all in a saved pics folder vs keeping the same folder structure.. I actually find it amusing that the "camera roll" album on my phone is empty but the folder if made on my skydrive is full of pics, you would think logically at least that folder would sync up based on what I know of clouds.

You can download "Files," Microsoft's file manager app, and move all of the pics from the Saved folder to your camera roll. I agree that it's annoying that the process isn't automatic, but this workaround is quick and easy.
