Ipad Air 2 (with sim card) prepaid service?

I can't seem to set up my Ipad Air 2 with prepaid service on the website. Is this not available?

My old Ipad 2 had a 1GB prepaid plan @ $20 / month.

Is this because my new Ipad has a sim card?
