Are Ipads bought through Verizon locked to a particular account? If I were to sell one that's not paid off, would the buyer have any problem using the cellular capability with their account?

It's great to know you're looking at a new iPad, but let's make sure you have the right information when it comes to selling it elsewhere. All devices sold through Verizon are going to be locked to our network for at least 60 days, starting when you activate the device on a Verizon account. If you want to sell a device to someone else, and that device still has an unpaid device payment balance, it is heavily recommended to complete your device payment first to avoid any potential fraud-related issues. More importantly though, if you want to purchase an iPad just to resell it, please consider purchasing a carrier-free model directly through Apple as it will be much simpler for both you and the purchaser.

What are the potential fraud issues? I've actually already sold it and it was still sealed. It's never even been set up. My mom ordered it and never even used it.

Thank you for those updated details. When you place an order for any device, we have that device set up to be received and activated by you, using the mobile line that is associated with the device. For example, if you buy a phone, we expect the phone to be activated on your phone line so the network is set up to look for that. You had said you purchased and sold this iPad without ever activating it on your account, so that not only would mean the device is not going to be covered by our unlock policy, but that the iPad is going to a different line and account than what it was intended for. It would be no different from if someone was to take your new phone and activate it on their own line before you had the chance to do so. This can result in the iPad, line, and account being locked for having a potentially stolen device, which is why it was recommended to purchase a carrier-free model from the manufacturer directly. As you had said you already sold the tablet, you'll have to either ask for it back and refund the purchase, or wait and see what happens with it on the other person's account now.  -Russell

Could the device still be locked if it's only used via Wi-Fi?

If a Verizon Wireless device has not been activated on our network for at least 60 days, the device will remain locked until it has been activated with the Verizon Wireless for at least 60 days or more. This is includes Verizon Wireless devices that have only been using Wi-Fi for internet service.
