Do you have a USB modem or a hotspot?  USB hotspot is confusing semantics

You cannot use a USB modem with an iPad.

You can can use a hotspot with an iPad by setting up the right wifi settings.

No that will not work. You need to connect through wifi.

You are still mixing terms making it confusing

it is either a USB modem that connects directly to a device or through a cable

OR

it is a Hotspot and you connect devices through wifi

It sounds like you have the former (USB modem) but you need the latter (hotspot).

(Yes I realize there are some hotspots that allow cable connection, but for the purposes of this discussion keep the terms to above).
