Calls Break up on new iphone 11

I recently bought a brand new iphone 11 from Verizon.  I have always bought my phones through Verizon for over 20 years now.  As soon as I got my new phone, my voice breaks up when I'm on calls.  Sometimes it's so bad I have to end the conversation because they're only hearing every other word.  I seem to be able to hear fine on my end.  I've spent hours on the phone troubleshooting with Verizon.  Apple says it's a carrier problem, but I never had this issue with my old iphone (8) and literally started having issues the day I got my iphone 11.   Verizon will replace it since I'm within the 14 days, but they said they can't guarantee a new phone.  So I will be paying for two years for possibly a used phone - I don't understand how they can make you pay the price of a new phone but you get a used one.  How is that legal??  I'm afraid to do that because what if I get an even worse phone?  I have been seeing a lot of people seem to have this issue with iphone 11s.  I'm so frustrated and don't know what to do.

There's some misinformation here.

The 14 day period is to return the phone in order to get a brand new one. Do note you could be subject to a restocking fee of $50 depending on the situation. Since this is a malfunction and not returning because you wanted a different color, good chance to ask a supervisor to waive that charge.

A warranty replacement is what could land you with a refurbished device. This is a replacement that happened within the first year for any defect that isn't physical/water damage. An extended warranty does the same, just after the initial year.

In your case, never ever do the warranty if your phone is within the 14 days. Always use the 14 day period to get a NEW phone.
