Can’t activate upgraded phones

I upgraded 3 of my phones 3 days ago.  We followed the transfer guide on the new phones transferring current data to the new phones.  All three phones can get messages at times, but cannot make or receive calls. 
I can’t call Verizon, so all attempts to resolve the issue has been done online through messaging.

i have discussed the issue countless times with agents for three days.  They begin to help and then repeatedly leave the conversation.

i do not have a landline, so basically am desperate to get my phones working.

Any help would be greatly appreciated!
