I just bought a 11 promax yesterday 4/11/2020. Overnight this cloud was full and verizon wants to sell me more. What do I actually need this for?

You mean Apple wants to sell you more.  iCloud and iTunes purchases are always made directly with Apple, the only way to purchase additional iCloud storage is directly with Apple. Apple does not allow any of its  purchases to run through the carriers.

If you were being asked to purchase Verizon cloud storage, you don’t need it and you can turn it down and turn it off

No.  It’s redundant
