Impossible to Get Customer Support on International Lockout

My daughter is studying at a University in England and her Verizon cell phone died. We replaced her phone with new Verizon phone and sent it to her. She tried to replace the Verizon SIM Card so she can use the phone in England but the phone is locked for 60 days. She will resume using the Verizon SIM card when she returns to the US. I spent over 4 hours on the phone with Verizon trying to get the phone unlocked so she can use it. We have been Verizon customers for 20 years and maintain  10+ devices. Verizon policy is to lock phones for 60 days after purchase to prevent people from purchasing phones and reselling them to people overseas. One can apply for an exception but it is sent to a computer program to review. If the computer program says no, there is no way to speak to a real human being to request a review. I was told by Verizon customer service that there is no team or supervisor with whom you can speak. So frustrating.

This is why people should buy unlocked phones vs a carrier one.

Live and learn   .     .     .     Had no idea it could even be an issue. Working on moving our account to AT&T as I won't utilize a service provider that answers customer service questions with "there is no department for you to speak with."
