No rebate for switching

I submitted a request for rebate on Dec 28th to pay off my old mobile on my previous carrier - Verizon guaranteed that they would honor/pay the amount. I received a message that I would receive it within 8 weeks. 

For my surprise I was checking today (after 2 months) and the status of my request is:

"Your submission is currently pending validation of offer requirements.

Based on your purchase date, you can expect your rebate to be validated around 01-07-2022 if all offer requirements are met."

SO BASICALLY NO ONE LOOKED AT MY REQUEST!

Verizon, please let me know if this will take longer or if I need to open a formal request to FCC.
