SmartFamily VPN does not work with WiFi

SmartFamily was installed on child's iphone 13.  Seems with the WiFi on, a few apps do not work, can't browse on Safari, and also the App Store does not open.  With the WiFi off, all works as intended.  

Suggestions to fix this?
