Travel Pass Not working...

This is my second trip to the UK.  My first trip I had no problems with TravelPass.  This trip I can't get it to work.  I'm in Maidenhead, UK (if that help).  I have tried everything that I have seen online....and I tried a chat with Verizon, but that was of no help.  I have tried:  Cell Data ON, Cell Data OFF, Roaming ON, Roaming OFF, WiFi Calling on, etc.  I got it to work for a hot second last night (with Cellar data off...go figure?).  I did get a text message that my TravelPass was activated but I have no bars, no service.

Calling for help isn't an option.  I don't have access to a phone.  Is there anything else you can do to help me troubleshoot?
