Verizon cancelled the wrong order, will not reinstate it.

I wanted to cancel one of my iPhone 14 pro max pre-orders, but Verizon canceled both of them. One phone was supposed to arrive in a few days. Now Verizon chat representatives are telling me to place a new order for the cancelled upgrade with a wait time of a few weeks.

Who can I talk to about re-instating my order?
