Assuming I contact the original owner, can i get my iPhone 4 removed from Lost/Stolen status so I can activate with Verizon?

Hello.  I bought an iPhone 4 second hand.  I am fairly confident I can find the original owner who reported it lost/stolen.  Will I be able to get my iPhone activated with Verizon if the previous owner retracts the lost/stolen report?  Why or why not?  Thanks!!!
