Can I activate an iPhone 4s that has been out of service?

I own a Version 4s and have not had service with Verizon for 2 years. I met all the terms of the contract. How do I go about having the phone unlocked?

Factory reset the phone and plug it into iTunes. It should cause a download and also unlock the phone. That seems to be the general belief
