Gma-carol, having the control and ability to customize a phone as needed is key to limiting overages. I know this is an area that I have to sometimes review with family, so I can understand wanting to have info pertaining to this.

This tool helps you set hard caps, to ensure that lines don’t go over on data. It also helps with many other options and services as well.
Regarding fully disabling data on an iPhone, If you go to Settings > Cellular > Mobile Data > Just set that option to Off, and the phone will only access data through WiFi.
Keep in mind that if this is for someone else, they can always turn that feature back on though.
