When you say you just received, do you mean you bought it from Verizon Wireless? It was a gift from a friend? You purchased it off the web ? Or from a reseller?
Unless it was from a reputable company I would say it was locked from use by the prior owner. Bring it to a local Apple Store and have them look at it.
You could try holding down the home button (bottom large button) and the power button on top right at same time and see if it will reset.
If not able to get it functioning bring to Apple.
