The details from jimfitzgerald was correct, Verizon doesn't charge you for making a device change. You can keep everything as it is on your account and just get a new device. I would urge you to ask the sellar of the phone to provide you with the MEID of the device and check it on to http://www.verizonwireless.com/b2c/estore/certifieddevice/cd make sure it's not reported lost or stolen.
