If the iPhone is active on a Verizon line then you should be able to have the phone unlocked via contacting Verizon. I don't know if it will work on Consumer Cellular though. They are GSM I believe (using AT&T and T-Mobile networks). I may be wrong about that...

the iphone 4s is a CDMA phone so it's likely that it will not work without heavy customization, but yeah global tech support should be able to unlock the sim
